Yes, that's a large part of corporate design work. I read the manual first and flag the gaps most manuals have, usually formats nobody had in mind when it was written. Where the rules are clear, I follow them. Where they're silent, I propose a solution that fits and document it, so the next person doesn't have to guess.

It depends on how many people work with your brand. If one designer or a small team does most of it, a few pages covering logo, colours, type and examples will do. Once agencies, printers and several departments are involved, a detailed manual with templates saves a lot of back-and-forth. Starting small and expanding later works too.

Your company does. Before a typeface goes into your identity, I check where it needs to run (print, web, apps, office documents) and what the licence costs for that. Fonts from an Adobe Fonts subscription can't be transferred to you, which makes them a poor basis for a brand you'll use for years. Free options like Google Fonts are worth a look if budget is tight.
